The title says it all. The building through this window is Latvian Academy of Sciences in Riga. The other meaning of this is, that government "washed out" policy (just like paint beyond this window) of expenditure cutting has really put science in a "very tight frame" in terms of budget. Does science still remain a hope for the future?
This shot is located in Moscow district (Maskachka), which is the most backward area (i'd say retarded) in central part of Riga. The same meaning for science and education? I hope not..
