I made a WS, i hope you don't mind.
Two different RAW conversions together is very good tehnique, but for this case is one simple way, what i want show to you:

1. adjust lighting (50% lighter)
2. add contrast
3. selective desaturation
4. selective sharpning (only ground)
5. selective noise reduction&softing (only sky)
